Located in the United States is Raccoon City. This is where the start of the outbreak began. Chaos outstretched over the city within a month. The undead walk among the deserted streets full of cars, paper and debris. Raccoon City appears mostly devastated due to the panic and fighting caused by the viral outbreak.

The Special Tactics and Rescue Service S.T.A.R.S was established in 1996 as part of plans dreamt up for "A bright, 21st Century Raccoon City". S.T.A.R.S would be formed by capable members of the Police force, Military and Civilians alike and would respond to terrorist acts, organised crimes and any other criminal activity that the Raccoon Police Department could not handle. Most of the HQ has now been abandoned and demolished although some stuff is still accessible.

Umbrella Corporation is a bioengineering pharmaceutical company in the Raccoon City. It is a major international player in a number of markets including pharmaceuticals, medical hardware, defense, and computers along with more clandestine operations utilizing genetic engineering and accused viral weaponry. The company also has a more public face, producing cosmetics, consumer products and foods.

This is the agricultural center of the province, and is the source of most of the food used within the five districts. Mostly crop after crop or mixed vegitables and other foods. This is where all the food is processed and placed into boxes, and picked up or shipped to the other districts.

The Western Division of Base Zero holds the mess hall, and living quaters of the soldiers stationed in District Four. While most of the combat is located in the base center and eastern division, the western division has it's own chaos as soldiers gather to regroup and push back.
